No, The Account Holder does not count in any tiered license purchase for the Woodcock-Johnson®IV Online Scoring.
i.e. a Tier 1 license for WIIIP includes 5 licenses to distribute amongst Examiners, plus 1 license automatically applied to the Account Holder.
